Environmental Site Assessment - A Phase I Environmental Site Assessment (ESA) is a study conducted at a real estate holding to identify potential and existing environmental contamination liabilities. The collection of  samples, if required, is typically conducted as part of a Phase II ESA.

It is not financially wise to purchase real estate without first investigating the environmental condition of the property. Hidden environmental problems can be costly and become the responsibility of the purchaser. Ignorance of environmental conditions at the time of purchase is no excuse in the eyes of the federal and state environmental agencies. To qualify as an innocent party (free of environmental liability), the EPA requires that a reasonable effort be made by the purchaser to identify environmental concerns prior to the transaction.  A reasonable effort includes, among other things, the preparation of a Phase I Environmental Site Assessment (ESA) by a qualified individual to identify potential environmental concerns.
