ECI was retained by the Internal Revenue Service to conduct comprehensive environmental compliance audits and assist develop environmental management systems (EMS) for 11 facilities located across the United States.

The audits included a review of compliance with all federal, state and local environmental laws and regulations including RCRA, UST, CERCLA, CAA and CWA. Compliance reviews conducted included Storm Water Pollution Prevention Plans, SPCC Plans, Asbestos and Lead Paint Management, Underground Storage Tank testing, drinking water and indoor air quality reporting and emergency response operations. Each audit report identified potential violations and corrective action recommendations. Technical assistance was provided to facility managers to bring facilities into compliance.

The audits included evaluations of performance measures of the various components of the EMS including "Monitoring and Measurement", "Corrective Action", and "Management Review" as delineated by the EPA and the DOE in Environmental Management Systems Primer for Federal Facilities, published by Federal Facilities Enforcement Office of the EPA.
