Phase I and II Environmental Site Assessments (ESA) were completed for the FDIC and the former Resolution Trust Corporation (RTC) on over 50 properties located across the United States. The properties included vacant land, office buildings, residential developments and industrial sites.

ECI also developed and implemented a training program to familiarize agency personnel with the purpose and procedures of the ESA process. In addition, ECI was tasked with auditing the work of other consultants to assure compliance with established procedures and guidelines.
The Phase I ESAs were conducted per ASTM Standards and expanded FDIC/RTC requirements which included sampling for radon, asbestos and lead paint, establishing flooding potential, and the evaluation of natural resources and historic and archaeological sites.
The Phase II ESAs included geophysical surveys to verify underground tanks and drainage structures, as well as soil and groundwater testing to verify site conditions.
