
Historic Fill - Much of the low lying land in New York Harbor including Stature of Liberty and Ellis Island is composed of historic fill generated from river dredging and construction debris. In many cases this historic fill contains priority pollutant metals and other contaminants.

The largest project consisted of the remediation of a leaking 10,000 gallon underground diesel fuel storage tank located at the Newark Motor Vehicle Maintenance Facility. ECI responded immediately upon notice that fuel was entering the building and lead the effort to prevent further fuel seepage into the building by installing a series of recovery wells to capture the oil before it could migrate into the building. Once the emergency measures were implemented, additional soil and groundwater remediation actions were implemented per NJDEP standards. Four USTs and 5,000 tons of contaminated soil were removed. Based on a groundwater fate and transport model, ECI developed a Remedial Action Plan which included natural attenuation to address residual contaminants.

Litigation Support
Throughout the remedial process, ECI worked with the US Postal Service Law Department and the U.S. Attorney’s office to collect evidence and provide expert testimony in cost recovery actions against the tank installation contractor and fuel delivery service.
