
Some contaminants travel underground - Some contaminants such as gasoline and solvents may travel underground for long distances. Vapors from these "plumes" often rise to the surface and build up in buildings creating health and safety concerns for unsuspecting occupants.

ECI has provided Picatinny Arsenal consulting services on a broad spectrum of issues including water testing, underground storage tank management, hazardous site remediation and ecological assessments. Some of the natural resource assignments completed include:

Water Testing - ECI conducted continuous sampling of a number of facilities at the Arsenal. These included the Arsenal's drinking water wells, monitoring wells, wastewater treatment plant, power plant and the Aquatic Center.
Environmental Assessments (EA) - ECI prepared EAs for five proposed facilities at Picatinny Arsenal to fulfill the requirements of the National Environmental Policy Act (NEPA). These included a housing complex, aquatic center, explosives research and testing facilities and a ballistics testing site. The EAs included an evaluation of the impacts of the project on water and air resources, stormwater pollution, energy conservation, wetlands, endangered species and historic structures. The EA identified all permits required to build the project including Stormwater Management, Water Discharge Permits, and Wetland Permits.
Wetland Assessments and Erosion Control Plans - ECI completed wetland assessment of 8 sites and delineation of wetlands on 5 sites being disturbed by the installation of a water supply system. ECI also prepared Soil Erosion Control Plans and flood zone maps to comply with State and County erosion control requirements.
