
Historic Fill - Much of the low lying land in New York Harbor including Stature of Liberty and Ellis Island is composed of historic fill generated from river dredging and construction debris. In many cases this historic fill contains priority pollutant metals and other contaminants.

Mr. Dodge has over 30 years experience in engineering design, planning and project management. As a professional engineer Mr. Dodge's has designed industrial wastewater treatment and disposal systems including ground-water recovery and treatment systems and domestic septic systems.
At Picatinny Arsenal he implemented a RCRA closure of hazardous waste storage tanks at explosives manufacturing plant which included decommissioning and demolition of structures and closure certification in accordance with EPA and NJDEP requirements. Mr. Dodge has extensive experience with SPCC plans having prepared and certified SPCC Plans for numerous fuel storage terminals in New York and New Jersey. He has also extensive experience designing, installing and permitting air pollution control devices, as well as underground storage tank installations, modifications and closures.
As a professional planner Mr. Dodge regularly assists developers, community planning firms and municipalities comply with municipal land use requirements. Mr. Dodge has extensive experience in conducting and preparing land use surveys, school enrollment projections, master plans, environmental and community impact statements, and subdivision and site plans.
Prior to becoming a consultant, Mr. Dodge served as vice-president of a national engineering firm where he was responsible for designing and constructing multimillion-dollar air pollution control systems for industrial operations. Mr. Dodge also served as a project engineer for several large manufacturing firms where he was responsible for quality assurance and preparing material and process specifications.
