LSRPs to perform investigations - The Licensed Site Remediation Professionals (LSRP) program which became effective on November 3, 2009 relies on environmental consultants approved as LSRPs to perform investigations and remediation without pre-approval from the NJDEP. The program is intended to streamline the investigation and remediation of contaminated sites.

Joe Torlucci is a NJ Licensed Site Remediation Professional (LSRP) who has completed environmental remedial actions under the Site Remediation Reform Act in compliance with the Industrial Site Recovery Act (ISRA) and UST regulations.  ECI's clients and their legal counsel rely on his expertise and experience in leading efficient and cost-effective remediation programs, ultimately by issuing a Response Action Outcome (RAO) to close out the remediation case.  He also is accomplished at preparing deed notice submittals and in establishing Classification Exception Area(s).

As an accredited AHERA inspector & management planner, NJ licensed site remediation professional and NY State licensed asbestos inspector & supervisor, Mr. Torlucci has completed over 150 asbestos and lead-based paint projects.  These include projects for the US Postal Service, US Coast Guard and MTA.

As a certified professional geologist with over 25 years environmental experience, Mr. Torlucci specializes in geologic and environmental studies including contamination investigations, site remediation, carbonate rock and geologic hazards assessments. Mr. Torlucci is well-versed in the technical and regulatory provisions for investigating and remediating Brownfields, hazardous-waste sites, industrial facilities, and leaking underground storage tanks.  He has managed many large, industrial plant closures regulated under ISRA and similar state laws.  Mr. Torlucci has served as an expert witness on many cases involving hazardous material contamination, environmental impairment and hydrogeologic conditions. 

Mr. Torlucci has served as manager and technical director for several water-supply projects in New Jersey and the Midwest.  His work includes water allocation and water diversion permitting, and water availability assessments.  He is also an expert in sinkhole and carbonate rock investigations and sinkhole remediations.

Mr. Torlucci has also provided environmental support to many municipalities.  He has provided consulting services to Moonachie Borough and School District (underground storage tanks and wetlands assessment), the Perth Amboy School District (prospective new school location on Brownfields), Bedminster Township (ground-water supply), the City of Hoboken (environmental impacts from former shipyard operations), and the Borough of Peapack-Gladstone (property acquisition, Green Acres application-related preliminary assessment, and asbestos abatement).

Mr. Torlucci is a former mayor and councilman for Cedar Grove, NJ, where he also served as an environmental commissioner and as a Planning Board member.
